EAS Engineering, Inc. is a firm dedicated to providing comprehensive environmental engineering services to the South Florida community. Edward A. Swakon, P.E., President of the firm, has more than 40 years of experience in dealing with and obtaining permits from the numerous federal, state, and local agencies which regulate property development. EAS Engineering has also been contracted by such agencies to participate in study projects and regional planning.
The firm’s activities are concentrated in three basic categories: (1) environmental permitting and wetland restoration in both coastal and freshwater wetland areas, (2) use of geographic information systems (GIS), and (3) general environmental services.
EAS Engineering offers the following professional services: preliminary permit appraisals and site investigations, biological and environmental assessments, wetland delineation, vegetation mapping, site planning and design, permit application preparation, mitigation planning and monitoring, negotiations with regulatory agencies, feasibility studies, hydrographic evaluations, and permit compliance.
In addition to comprehensive environmental permitting, the firm offers assistance in obtaining permits and approvals related to land use. Such services include zoning variances and special exception petitions, Miami-Dade County EQCB and Florida HRS variances, Development of Regional Impact (DRI) approvals, and Major Conditional Use permits (Monroe County).

Mr. Swakon is President of EAS Engineering, Inc., a firm offering comprehensive environmental permitting and engineering services to the South Florida community since 1987. Activities undertaken by EAS Engineering include assistance to local governments, land developers, attorneys, property owners and others in acquiring the necessary wetland regulatory permits from local, state, and federal regulatory agencies. These agencies include Miami Dade County DERM (Division of Environmental Resources Management), Florida Department of Environmental Protection, South Florida Water Management District, and the US Army Corps of Engineers. These permits include Environmental Resource Permits (ERP) for coastal and freshwater wetland construction, and other specialized permits. Mr. Swakon has the ability to bring together various disciplines and convey the regulatory constraints that may affect the proposed project. Mr. Swakon also specializes in applied computer modeling of various environmental situations such as waterway flow simulations, flushing studies for existing or proposed marinas, as well as groundwater modeling using ModFlow. Mr. Swakon currently provides services to clients such as Miami-Dade County, and the City of Sunny Isles Beach, and many local law firms. Private sector clients of note include Homestead Miami Speedway, Atlantic Civil & Westrec.
Prior to forming EAS Engineering, Inc., Mr. Swakon was Director of Environmental Permitting for a local Miami engineering firm. During that time, he personally coordinated all of the environmental permitting assignments for the firm. These activities included preparation of DRIs, numerous applications to local governments, Florida Department of Environmental Regulation and Florida Department of Natural Resources (now FDEP), and the U.S. Army Corps of Engineers.
Before entering the private sector in 1984, Mr. Swakon was employed by the Dade County Department of Environmental Resources Management (DERM) in 1977, one of the largest and most widely respected local environmental organizations in the country. He served as the Chief of the Water Management Division, and was responsible for all tidal and freshwater wetland permitting programs. He was also a key participant in the development of the Biscayne Bay Management Plan and the implementation of the Biscayne Bay Restoration and Enhancement Program. He worked closely with other County departments in securing permits for county projects. He was the coordinator of all the County’s efforts regarding beach restoration including the world’s largest beach restoration project, the Miami Beach project and the controversial but much needed Key Biscayne beach project. Finally, his responsibilities included the administration of the County’s drainage policies, including the county and federal flood criteria programs, and canal permitting and design.
Mr. Swakon has been retained by Miami-Dade County, the U.S. Justice Department, and private sector attorneys as an expert witness in various court proceedings.
Mr. Swakon has a broad background in all aspects of the environmental regulatory process, having worked for both government and the private sector. He aggressively pursues all assignments with the agencies and is well-respected by their personnel. He has a proven record of success.

Mr. Morgado is the Chief CAD Operator at EAS Engineering. His responsibilities involve producing permit sketches of existing and proposed structural and environmental conditions, including detailed digitizing, mapping, and site planning. His computer aided drafting and design capabilities allow for rapid generation of information in a demanding atmosphere, while his clarity and creativity have contributed to all of the projects undertaken by the firm. He has worked closely with the GIS specialist for two of Dade County’s recent large scale efforts to create digital maps for the lakebelt and pineland regions of South Florida, performing photointerpretation and digitizing for the projects.
As a graphic artist, Mr. Morgado has contributed to creating marketing and project-related exhibits. (He is also the company cartoonist.)
Mr. Morgado’s prior experience includes eight years with Filigree Wideslab of Florida, Inc., where he drew framing plans, top reinforcements, shoring, and individual slab sheets. He then moved to Outinord Universal where he prepared plans and designed structural and architectural tunnel form drawings using AutoCAD. He has done freelance work for B&F Engineering and Weitz & Tzang & Associates.
Altogether, Mr. Morgado has more than twenty years of experience as a technician in the field of computer aided design. He has consistently maintained knowledge of the most modern software to provide state-of-the-art output.
